Zero Harm — Everywhere We Operate

A global terminal network carries global HSE responsibility. ТОО “Astana-Trans-Oil” applies a consistent safety and environmental management standard across all four of its terminal locations — regardless of whether the applicable local regulatory framework is Kazakhstan’s Law on Civil Protection, the Netherlands’ BRZO (Major Hazards) Decree, the US OSHA Process Safety Management standard, or UAE industrial safety regulations. We apply the most stringent standard applicable at each site.

Safety Management System

● Plan-Do-Check-Act HSE management cycle across all sites
● Job Hazard Analysis (JHA) required for all non-routine activities
● Permit-to-Work system for hot work, confined space, electrical isolation, height work
● Management of Change (MOC) process for all equipment and operational changes
● Incident reporting, investigation, and root cause analysis — with cross-site learning distribution
● Annual HSE audit programme covering all four terminal locations

Environmental Programme

● Vapour Recovery Units (VRUs) at all loading points — reducing fugitive VOC emissions
● BOG recovery at LNG facilities — zero methane venting policy
● MARPOL Annex VI compliance for all bunkering operations — preventing marine pollution
● Secondary containment (bunded berms) at 110% of largest tank capacity at all locations
● Oily water treatment and disposal systems at all terminals — no untreated discharge
● Methane LDAR programme at Kazakhstan — aligned with Global Methane Hub satellite monitoring (2025)
● Kazakhstan Environmental Code 2021 integrated environmental permit holder for Category I facilities

Our Fujairah bunkering barges are SIRE-approved, double-hulled, and MFM-equipped — meeting the highest international marine fuel safety and environmental standards under MARPOL Annex VI.
